Does Visual Voicemail use my pay-per-use data?

I have an iphone but no data plan. I understand that cellular data needs to be enabled in order to access visual voicemail. Does this mean I will be accruing data usage for which I will have to pay in order to use visual vm?

If not, great but do I have to leave my data on at all times for it to work or can I just turn it on to check messages and turn it off again?

Once data is on, any service that uses data will be charged with the exception of unlimited messaging when it comes to pictures, videos, etc through text.

Yes if you don't have a data plan you will be charged pay per use for data if you use visual voicemail. Also picture messaging causes data leakage with smart phones.
