does picture and video text use data on my data plan

on my old rogers plan I didn't have data but I had to have data turned on to send picture/video text but I was never charged for data use.

It's the same with koodo. Keep in mind that other things updating in the background may increase chargeable data when you turn it on to send or receive mms

Cheaper/safer solution to Paul's problem...

only turn mobile data ON when you are already connected to wifi. Your MMS will go through mobile in a separate not-chargeable category instead of spinning beachballs. Updates (if any are active) will continue to prefer the wifi. Then turn off mobile data when you have completed the messaging that you want. It's business as usual over wifi for the rest of the updates, etc.
