Hi, I ordered a phone and plan on black Friday through Koodo web store and received it a couple of days ago. It also came with $150 visa prepaid gift cards. Phone (Moto X Play) was laggy compared to Nexus 6 so I decided to return it (while keeping line active). Even though gift cards were unused, I was told that they are non refundable and that I would be charged for the gift cards instead.

So, does Koodo charge tax on gift cards too? Also, is this a separate charge on my credit card directly, or does it show on my next bill?

Yeah it will be taxed, and will be put on your next bill. if you are automatically doing credit payments then it will just come off there.
Thankfully you can use the gift card to pay your bill haha
