We are seniors and need a cel phone for when my husband goes out & also goes for walks just in case he has trouble with his heart and needs help

Actually any cell phone has the ability to dial 911 even when deactivated or without a SIM card.

That is why women's shelters accept donations of old cell phones so they would be able to dial for help without having to pay for any monthly plan

I would recommend a prepaid plan. Unfortunately, I don't think Koodo will offer something cheap considering that the base plan is 15$/month

Try PC Mobile prepaid; it's using Bell's network. You can buy a Bell, Virgin, or PC mobile flip phone and they'll all work with a PC prepaid SIM. You activate a $100 voucher and it's valid on the account for 365 days. Rates are .20c/min for local calls (add .25c for Canadian LD) and .15c/text. If your usage is very low you can even have money left over at the end of a year. If you top up before the expiry date then any balance on the account carries over too.

There are lots of Prepaid services that are extremely cheap and fit best for seniors with low usage. Hope you find the best one for you
