Depends on what province you are in on whether or not you can do it on your own or have a guardian sign.

Credit checks with some suppliers are pretty lax. I know of one case where a teenager on welfare got sold 2 iPhones with plans by another provider.

Credit check = do you have any unpaid bills, do you pay back if you borrow money? Not income or employment check. Being on welfare does not have any effect on a person's credit report.

The reason you have to be Age of Majority is that minors can't be held to contracts they've signed. So nobody lets minors sign contracts.
