Unfortunately Jessica, a datablock also prevents pictures messages (MMS) because that, although free in itself, needs data enabled to work :(
Your only option is to have the datablock disabled I'm afraid... or stick with SMS messages only.

So if I turn data off on my phone SMS text messages go through? I realize it's a cost of $5 for 100. I just want to make sure what settings I need on for the SMS texts to go through.

Yes, SMS will work, but not MMS (picture messages).

What plan are you on.

Yes. I live in Canada but will be going to the US for thanksgiving weekend. I plan to text my son who lives down there but wondered about what phone settings I needed to turn on to make sure the SMS texts go through. Of course you can turn the data off and in turn that turns off roaming. But I wondered if I left the data on and turned the roaming off if that worked too. I Don't want any unexpected bills when I get back or 90 days later. Just just wanted to be prepared. I usually wait until I'm in a wifi area to iMessage him but unfortunately the Airbnb we are staying in does not have wifi this time.

For the US there are no additional settings besides ensuring roaming is enabled.

Turning your data off doesn't turn roaming off.

Most phones have a data roaming switch to ensure the phone does not consume data while roaming.

Keep in mind even though you need data to send picture messages you do not get charged for it, but it can be hard not to get charged for data other usages while having data enable on your phone just to specifically send pictures.

I usually suggest to clients that they can turn the data off in the phone. Turn it on when you want to receive or send a picture message. I know it can be annoying but at least your not getting accidental data charges.

I have data block on my phone and am looking at changing from my $25/mth plan to the $30/mth plan which inc unlimited text and pic/text msgs - how do you turn the data feature on and off on your phone I have KOODO HTC ONE V HSPA SMARTPHONE and would you have to ask friends to let you know they were sending pictures so you could turn it on? Is there a way to have data turned on but only received when in a free wifi zone or your own internet connection -- thanks for your assistance

I also had an HTC One V (before it broke) and found that I could always send/receive picture messages with data off. Unlike the Moto G and Moto E that I "upgraded" to. With those phones I have to turn data ON to get picture messages. Very annoying as I then exceeded my data plan a couple of times. $$ I've also asked Koodo and HTC why the One V could do this and if there is a newer phone that can do that trick but without getting an answer. Many people have ridiculed the One V but I liked the way it did a lot of things.

Don, you can now add a data block to your account for an extra $2 that allows picture messages to be sent through.

Yes I will have to contact Customer Service to get this added. Too bad no one has been able to tell me why the HTC One V could do MMS without data on.
