Data used when turned off and on home wifi. How does this happen?

I have a plan where I get 300MB of data included. I just got my phone and am connected to my wifi at home. I have data turned off. I was trying to download an app to my phone .. it took all night and nothing happened as my phone is not compatible with it...It now tells me I used 18MB of data... how is this possible?

What tells you that you used 18 MB of data? Your phone's data counter or on Self Serve? What phone model is it?

Ivan has the question and potentially the answer as well. If it's your phone's data counter that doesn't get charged, as long as it is indeed data used in wi-fi. Usage still gets measured by your phone's app.
