Data not working

I got a new prepaid sim, but can't get data to work. My phone has worked before on a koodo monthly plan on data.
APN settings are these : Totally stuck! Mobile data is on. I've tried the sim card in another phone and it doesn't work on that either. I have a 1gb booster active. Phone is a Samsung Galaxy S4 Mini.

Remove the proxy, then reboot the phone, see if that helps...
