So Mobilicity, Wind, and Public Mobile have all given me very attractive offers for my plan, is there a customer retention department I can call before I switch plans?

You can call the rep up using *611 and see what he can do for you.

Koodo does not have a retention department. Reps cannot offer you any plan other than the ones currently available.

And to build on this, even if they could, they likely wouldn't be able to get the price down to what is offered by Wind or the likes.
