I would really like to purchase a new phone and switch providers, but I am young and I don't have a credit card so I have little to no credit, is there absolutely anything that can be done?

If you're not over the age of majority in your province, you won't be able to have a monthly account, regardless of credit. Aside from that, you may qualify for the spending limit program.
