why am i charged $15 for 8MB of data when the ad indicates it should be $5

I would guess that it's because you're on an older plan that does not include the pay per use data saver feature. This feature was introduced with koodo's canada wide talk and text plans. On the older plans you would be charged $3/mb for the first 5 MB plus $0.05/MB for each additional MB if you did not have a data add on.

I suggest looking into switching to one of the new plans to get a much better data rate. Koodo has some great new plans right now, check them out.
