i am currently on a sim only plan, can i add another sim & tab to my account (for my partner) online. i have never missed a bill but have seen on here you can not add another phone or sim if your under the CLP ? Known as the $200 credit limit.

As long as you qualify. Go to self serve. Click on a phone, add it to your cart and two options will pop up. Click on add a line and see if it allows you. Or, visit a Koodo booth and try and have it set up that way( sometimes easier )

Is the Spending Limit Program permanent?

Your account will be reviewed after 6 months. If you have a good payment history, then the SLP will be removed from your account. You will receive a letter to let you know when your account is being removed from SLP.

You may no longer be on the SLP. I'd try Chadwick's suggestion.
