Claro carrier in Brazil does not function for text messages

Claro, the carrier used by Koodo in Brazil, does not function for text messages. I have tried for days, finally tried to text to someone else.  Always, my phone says 'received' but the receivers receive nothing. It must be a Claro problem. Koodo should end association with them. and I want my money back for international texting - I should get compensated too for all the effort and aggravation I have been made to suffer, trying different ways to send text messages, experimenting, asking advice, double checking numbers,...  A Vukov

You don't pay any extra for international texting, it's included as a standard. You won't be receiving any "money back" for it.

You probably won't be compensated for "all the effort and aggravation I have been made to suffer, trying different ways to send text messages, experimenting, asking advice, double checking numbers". 

Call technical support and they may be able to go through some troubleshooting procedures to try and get your messages through. If you have message delivery notification on, received means the network received it, not the person. Never does "received" mean the person actually received the message. It's up to your friends provider to deliver the message once it hits their system. Koodo's system works well.
