China and FaceTime?

My daughter travelled to Beijing with a student group. The supervising teacher was going to make sure all the roaming features were turned off her iPhone 5 so there are no unexpected roaming charges. Her email is through gmail which is blocked in China. Can she use FaceTime through her Koodo number and hotel WiFi? Will this be costly if she can do it?

I believe this is possible without extra cost. She could also use Skype if Facetime fails

As long as she is on WiFi, she can facetime without incurring additional charges. Regardless of where she is in the world.
