Charges don't make sense

Our phones were on seasonal plan at $15 each. On March 21 and 22, we changed from our US SIM cards to CAD SIM cards. (phone ending in 8119 had a partial charge of $33.33 for March 22-April 11. At the same time, the same phone was charged $50 for March 12-April 11, which covers the same period plus 10 days during which the phone still had a US SIM card (March 12-22). I don't understand your billing. The second phone ending in 8185 has similar double charges. Can you please explain?

When changing your plan from the Seasonal Hold to a regular plan, the same situation occurs as when you buy a new phone - you charges are prorated for a partial month, and you are charged the following month advance. There might be a small adjustment for the Seasonal Hold plan as well, on your billing. This page explains.

I think what you are saying is that the partial cost from March 22-April 11 is the pro-rated amount after removal of the seasonal hold.  The other cost ($50 for one phone, $35 for the other phone) is actually the cost for April 11 to May 10???

Bingo! You are always charged a month in advance. It is more obvious when you make a plan change or are a new subscriber.
