Charged for unused unlock code

I asked for the code to unlock my phone, but I never actually used it. Why am I still being charged for it?

Since you were charged for the code, then yes, whether you use it or not you're still responsible for it. You can still use the code any time, it won't be changing.

Sort of like how if you buy a magazine, you pay whether you read it or not.

Exactly your paying for the code to be generated from an algorithm it's not like they just have a sheet with all the codes already there sowwork was done and you paid for that work.
