Data doesn't automatically turn on so yes it's your responsibility Unfourtunatley to know how your device works, how to set it up and to read the instructions if you do not know. It's lesson we all learn when first getting a smartphone. You can give Koodo a call and tell them your situation but ultimately it's your responsibility so if they won't do anything you can't really be upset about it.

Actually, when you perform a network reset, both mobile data and LTE are automatically re-enabled. (Tested this on my iPhone 6).

Problem here is that you initiated the reset and didn't realize that mobile data had been enabled. Usually there are indicators in the notification bar that show whether you're connected to mobile data or not, (e.g. 3G). If you're fairly new to your phone, you could try explaining this to the rep and they may reverse the charge, though I can't make any guarantees.

So technically you did do it. You reset settings and data turned on.
It wasnt your intention, but you did honestly do it. And you did legitimately incur the charge.

It's like if I was inadvertently speeding and got a ticket
