How quickly does a new plan take effect when I make the change on line? We will be changing back from snowbird rate for April 1

On the spot!!! You confirm changes on your end using Self Serve, a couple of seconds after is already provisioned on the system!

It'll happen instantly once you hit confirm. But if you like to check your usages a lot I'd wait closer to your next billing date as I have learned the hard way. On self serve it wont update to show the usages for your new plan until your next billing cycle so although your plan will automatically be changed and become effective, it will make it harder to track usages as it'll still show the usage of your old plan for the remainder of this billing cycle.

As stated above it happens instantly it will even show you right away if done online what the change in charges will be applied to your account as they prorate is depending on how far you are into your cycle
