Cellular Data Does Nothing

I have an iPhone 4S iOS 7 with 300 megabytes of cellular data. But when I use it, It doesn't do anything, no connection to anything. It simply doesn't work

I should mention there is a block on my cellular data when I finish it (So I Don't Go Over)
Could the block have been set wrong?
I have only used around 500 kb

Please help!

How do you put a block once you've reached the limit?
I mean do you manually disable it on your phone via its settings, or do you add "Data Block" add-on through Self Serve, or another way?

A data block put on by Koodo is a full block. That is why you cant access data.

If you want to remove the data block, you can log into self serve and remove data block as the add-on. However you will have to monitor your usage as you will be responsible if you go over

I have issues with my iphone 4S, it can't connect to the cellular data since they upgrade the IOS8 last week. how can I fix this problem

Try Settings>General >Reset>Reset Network Settings.

Note that you will lose any saved wifi passwords.
