Cell data off but still using data

I have all apps turned off for cell data but somehow used 9mb today?!
What are the system services in iPhone settings-cellular data and how can I get it to stop using my data?

Hello there,

You can not stop system service without completely turning off data. The true way to turn off data is 
Go to Settings > Cellular, then turn Cellular Data on or off. Your email, web browsing, and apps that transfer data use Wi-Fi instead.

You know that you will not be able to receive picture messages if data is off?

I brought to koodo that minimum data should be available on all plans to rwceive picture msgs

Data is not charged when sending mms. If you do get charged its because data has leaked from other apps. You can get the data block w/picture messaging to stop other apps from leaking.

Thanks, how do i get data block? Would the data block include "system services"in
Settings-Cellular? Thats why I had to turn off data in the first place

It is an add on available for $2/month. It blocks all data and only allows you to send picture messages.
