I am travelling to Saint Vincent and the Grenadines and I would like to know, if i keep my phone on but do not accept calls would i be charge each time my phone rings? I ask a rep on the phone today and he said no only for minutes used can anyone verify this is true? Also is there a toll for roaming in the caribbean or that country?

And the rep is right. You're only charged for answering the call. If you just let it ring you're not charged

You would be charged for any texts you receive, though, and you have little control over those being sent you.
