Can't receive picture messages

I have the Samsung Galaxy Ace 2 and when someone sends me a picture message it won't download. I don't have a data plan so it is turned off but I am connected to WIFI. If I turn the data on in order to download the picture while I am connected to WIFI will it still charge me?

Data must be turned on to use picture messaging. You will not be charged if you are connected to wifi when you do so.

You need data on to send or receive pictures messages you can't do it over wifi. If your actually connected to wifi no it won't charge you to turn data on to recieve or send a picture message. However if your not connected to wifi and turn on data to send a picture message your phone can use chargeable data from widgets or apps you haven't signed out of before your off wifi such as Facebook, Email ect.
If your on prepaid and you just don't have a data booster added then you can turn data on and won't be charged for send or receiving picture messages just your Internet or apps won't connect through

You can have wifi and mobile data on to help minimize the data usage from applications.
