I paid the all charge, but my account still shows an arrearage. I also can not use my phone. I called 611 but I can not call because I do not know my password. How can I use my phone?

What do you mean you don't know your password, are you talking about the PIN? You can change that in self service. What does self service say about your account, is it active there?

When you call 611 you can speak with a rep even if you forgot your PIN.  They can verify you are the account owner via other means
