I have my own phone with a pre-paid unlimited text base account, but I am unable to send or receive pictures with my texts. Why?

Data needs to be enabled. Although you wont get charged data for picture messaging, it does use the data pipeline so it needs to be open for it to work

I have turned my data on, but I always get a message something like "currently unable to send your message. Will try again when the service becomes available." Also unable to open any pics that have been sent to me. I am not worried about leaving my data on as I am on a prepaid plan and do not have any data usage, but I would really like to send/receive pics. . . . .

If you are on prepaid and do not have any Data boosters then you are fine. With prepaid you only use what you pay for ahead of time so there is never any overage charges.

Regarding your picture messaging issue, what phone do you have? it is a Koodo phone?

TJ Smith posted a MMS settings that is default for data as in here. https://www.koodomobile.com/help/setting-data-your-non-koodo-phone

That would enable mobile data on your phone normally. You might be charged for data with it.

Karen the instructions that TJ Smith posted is not what you are trying to do. Do the search as Dinh suggested and you'll find a few threads on what you're trying to accomplish. Some users have had success and some haven't. The easiest solution might be the data block add-on that allows MMS but costs $2 a month.

If you are just tying to send the random picture here and there, you can just connect to a good WiFi connection (make sure wifi assist is off) and then turn on data to send the mms. Since you are connected to WiFi, no data usage should occur.

Once complete you can turn off data.
