Can't pay off phone

I have had my phone on tab for 4 months and yet I can't pay off phone for some reason. Anyone know why?

If the number of date of having that Tab is more than 90days and you could not pay off, then there might be some issue with the account. I would suggest you contact Koodo directly to ask an agent to look into it.

Is there a way to check if I'm under the spending limit program? Though there's no reason I should be under it.

AFAIK or if they didn’t change the rules:
If you have the spending limit program, you can only have Tab amount of up to $175 or $200.
Also, if your usage reached at $200 , then they will contact you to pay the bill (even if it’s before billing date)
If you are not this condition, then you are not under the spending limit program.

Yes but how do I know if I'm under it? I can only get medium tab because I have $40/6gb plan.

If you're on tab medium then that would mean a $360 tab which according to mayumi wouldnt be part of the spending limit program.
You also would've been informed of this if you were put on it.

I can now pay it off after paying off my current bill.
