Cannot text SMS if my data allocation is exhausted

When my data allocation runs out I am only able to text when i am on Wifi; not SMS
As soon as i top up my data again, I can text SMS

I did not think texting required a data plan.  I have an iPhone 5s.  Is there a setting that I have set up incorrectly on my phone that causes this?

In your settings under messages make sure you have "Send as SMS" turned on.

Even better, I would deactivate iMessage in general because with data on periodically, some message won't be received or delivered if the person on the other hand doesn't have this option activated.

To expand, iPhones use iMessage by default which needs data. Any conversation that has blue background is iMessage. Green background is sms/text.
