Still being charged for an account that I cancelled four months ago

I cancelled my account in August before leaving the country. The agent that I spoke to told me that she couldn't put the cancellation through at that moment because at that time of day they didn't do cancellations, but that she would save the recording of our conversation as authorization to cancel it the following day. The reason she needed authorization was because I was leaving the country the following day so I wouldn't be able to call from my old number. Basically it seemed like she was going to take care of it. However, I received an email recently with a final disconnect notice saying that I owed Koodo over $100.00. I need to speak to another agent to fix this issue but as I am no longer in Canada or the US, I am charged long-distance fees to call Koodo.

After you cancel a final bill for any previous amount owing plus any tab amount owing for phone purchase will be pushed out. $100 for 4 months doesn't seem like it wasn't cancelled just that the final bill wasn't taken care of after the account was closed.
Can you log into your self serve still online and see an active account?

If you can access to your self serve, then check you E-bill. 
The charge could be some overage charges or Tab balance...  what does it say tha charges for?
