Cancel account: customer is no longer in Canada and has no Canadian phone

My roommate left Canada several months ago. I still get her paper Koodo bills (she has a negative balance but cancelled her plan, so the bill is the same negative balance every month).

I sent one bill back to Koodo noting "recipient no longer at this address" on the envelope, but I keep getting bills!

How can she cancel her account from overseas, so I stop receiving these?

As far as I know, Koodo shouldn't even send paper bills any longer. I would imagine they'd be keen to save themselves the stamp every month, so I sent your question higher up :)
