Can someone else use my old phone ?

I paid off my old phone and purchased another one. Can I give my old phone to someone else and then they can use it with Koodo also? They would like to get a cheap plan and buy prepaid minutes if possible.

Of course! They just stick in their sim card into your old phone and they're good to go. No other work required.

If your phone however requires a different sized sim card than the sim card of the person you're giving it to, they can get the proper sized one at any Koodo store/kiosk

What if they do not currently have a phone, can they use the current sim card, as it is now unregistered, and I have a new phone that used a different one, or can they just by a new sim card.  Does the phone need to be unlocked if they are planning to use a different provider?

Hello Karen.

Your question seems confusing to me but : 

In order for the phone to work on another carrier, it must be unlocked first. Then, if your friend doesn't have any SIM card, he can go and purchase one at whatever provider she wants. Unfortunately, she cannot use your SIM card because it was linked to your account and once linked to your account, you can't transfer it to someone else. So yeah they will need to buy a new SIM card for +/- 5$
