Regular texts will work but picture messages can only be sent with data turned on the phone regardless of plan you have. Since its an iPhone it's also not possible to manually edit APNs so there's no safeguard against apps updating in the background and then you'll have PPU data charges.

You can send picture messages over WiFi as an iMessage but that will only work between iPhones. Maybe try BBM, WhatsApp, Skype, etc.? Since those can use WiFi too, but are multi platform.

Do you mean switching to a plan without data?

Yes you can still send sms without data
However, for imessage you will need to either use data or be connected to wifi.

I want to confirm that as an android user I have received media text messages without data. Likewise I have checked usage with a data plan and observed that the receipt and sending of media text though requiring me to enable data has not added to my use of data. I see that mac is different.?

You need to have data enabled but as long as you have unlimited messaging in your plan or as an add on you won't get charges for sending MMS. That said if you have apps running on your phone in the background that could trigger usage while you are sending the MMS.
