Can I keep my current $20 postpaid plan and go for Tab M to get a iPhone 5c/5s?

Nope. Tab M requires a minimum $30 plan to qualify

Tab S is still always an option though, which is nice. Other companies force you to take their equivalent of Tab L and don't budge.

Although it baffles me as to why people get high-end, premium devices on cheap plans with texting and WiFi only. I could understand if you brought one in from another country and are visiting here, or got it as a gift, etc. but still... That's like getting a Lamborghini, putting an RPM limiter on it, then only driving down the street and back every other month. The poor thing needs to be used properly, not kept on a short leash like a junkyard dog.

Now a days there is wifi almost everywhere. Why would i get a data plan if i can access the Internet on my smartphone almost everywhere i go

Not everywhere. It depends on you life style. You may not need data, but I think it is worth it to have some, even a little
