Does America phones work on this carrier?what about other carriers in Canada?

It depends what phone and if it's unlocked or not. But the general answer to your question is yes. You need to make sure the phone has the HSPA+(UMTS) 850/1900 band

What about Lte band,American Lte band is ok for Canada band in general?

LTE 1700 would be required. Not sure if american LTE is the same but I know the HSPA is

It would have to be a phone that can work on or sold by T-Mobile or AT&T, or any of their MVNOs. The other carriers use different technologies for the most part, and you'd have to check the specs.

Also, the US law that prohibits unlocking phones in the States has been overturned (although I'm not sure if it has taken effect yet or still has to) so you can unlock it there too if you like.
