Can I use my prepaid phone in Europe and just pay for an texting at a per text fee rather than buying a European travel add on?

You can get a local prepaid sim anywhere in Europe. Here is more info on rates and carriers and other options:

2gb plus data plans in the EU can be used anywhere in the EU at 25% of the plan's regular amount.

I will be using LeFrench Mobile in early July, a 2GB France+EU package like Goran is mentioning.  I'll try to post some impressions, though it may not be until I'm back in Canada.

LeFrench was quite good in my experience, in Paris and London.  The only downside is it caps out at HSPA+ speeds, but that didn't bother me much and in fact my battery seemed to last a bit longer (more so in Paris than in London, but I may have just been using it more in London).  If you're okay with HSPA+ speeds and need coverage in France and the EU, then the 2GB deal is pretty good.
