I am going to Mexico on a mission trip and want to use my phone for pictures and other things but don't want to deal with roaming charges.

That way would guarantee it. You could even use a prepaid Sim card while you're there. If you want you can just turn off networks entirely in settings and you wouldn't have any issues then either.

Or simply, turn the phone on airplane mode and voila, no network charges. :)

That too ! Only thing is then there's no access to wi-fi.

So it would not cause any problems if I removed my sim card?

Your phone will work like a tablet. Cost you nothing but some potential time spent in voicemail: pull the SIM out for half day and get the feel of what it will be like.
