We are looking at getting rid of the house phone and would like a second mobile phone for use around the house.

Can't get a second mobile with the same number at the same time. Possible to swap SIMS, but it's not an elegant solution, and doesn't solve your problem.

If you have a land-based internet connection, one solution would be to port your home phone to VoIP. You can then use your existing wiring, corded and/or cordless handsets and simultaneously ring your cell. Home and cel numbers remain the same, so no service interruptions.

Long distance calls cheaper on the meter generally with VoIP as well. Metered plans available from about $10 a month from CallCentric and others.

Or you can port your house phone number onto a Koodo cell phone

There are also cordless handsets which will link to your cellphone by Bluetooth, allowing you the convenience of multiple handsets in the house, but only one cell plan.

You can also interconnect iOS devices, so you can answer calls to your cellphone on any other iDevice or Mac connected to your home Wi-Fi network.

Finally, keeping your home phone is likely cheaper than adding a second cell phone plan to your budget. A VoIP Service might be even less.
