I am getting utilities in my name after a few years of renting. Can I get a credit reference from Koodo?

You need a credit reference to get utilities?

So if you dont have this, the utilities have the right to not provide you with Water or electricity or heat?

No, but they often want a sizeable deposit, which can be waived if you can provide suitable credit references. If each of multiple utilities want a deposit, it can add up fast.

Koodomobile does not provide reference letters. They really should though... kinda sad when you don't want to pay a big chunk of money to BC hydro

As a consumer, you have the right to examine and correct your credit record with the rating agencies at no charge to you.

It will take about a week to get  your official report by mail. That will carry more weight than a random reference letter.
