Can I add an iphone SE that I own outright to my existing plan without charge?

The phone needs to be either unlocked or locked to either koodo or telus. You must also have a sim card that fits the phone (I believe it's a nano sim for the SE). As long as this is the case, there would be no charge to swap this phone onto your plan.

what if you buy a phone from Apple unlocked without a sim card? Does Koodo charge for a simcard and do they lock it on you?

Once a phone is unlocked, it's unlocked. Carriers don't lock phones brought in to them. You will need to purchase a SIM card for 5$ (postpaid) or 20$ (prepaid)
