I don't think you can without having access to the phone/SIM. However, you could go to the store, and buy another SIM, transfer the number to that one.

I totally could if I live near Koodo store I'm about 3 hours out of town

You could try to call Koodo and ask agent there, and see if they can help to do anything. I would suggest you send message to their facebook (https://www.facebook.com/Koodo) to avoid the wait on phones.

The page below says to contact Koodo if you need a new Sim so I'm sure you can get them to mail you one if you can't get to a store. Probably have to pay for the Sim and mailing costs.

They occasionally pop up on eBay.ca. Seller might send you one priority or express mail for a few bucks more. Just make sure it's the right type: NOT prepaid and in a format that fits your new phone.
