I can block numbers from ringing, but they can still go through to voice mail. Is there a way to prevent this?

There is no way to prevent this.  Any blocked calls or calls, not taken will automatically be sent to voicemail.  There is no way to pick and choose blocked numbers to by pass voicemail.

If this is a big issue, I recommend changing your number on self serve

There are call blocking apps that accomplish this by accepting the call and immediately disconnecting it. This does count as a completed call though, and will use your minutes. It would also result in roaming charges if you are out of Canada at the time.

If you are on iOS, you can add "visual voicemail" add-on, all voicemails that are from blocked contacts will not be notified and located in the folder blocked of the visual voicemail.

Not sure if it worth for you, that is a $2 add-on.
