Hi there,
I have my phone on call forward during the day time to my work phone. Is my plan still getting charged for the minutes?

Unless you have a call forwarding add on you will be charged a pay per use rate for every minute of every forwarded call.

Logically speaking, you will get charged for the minutes because at that price (3$/month) you can't get "unlimited minutes". You understand?

Eg : Let's say you have a 100min plan and add call forwarding. If the minutes didn't count, then you could use call forwarding as an unltd minutes add-on becasue the forwarded minutes don't count

What if I call foward via my phone app and not via the Koodo system?

Good question, Dennis!

To clarify, forwarding calls through your phone works the same way as forwarding them through the Koodo system. So either way your minutes will be deducted.
