I'd like to buy a smartphone Samsung Galaxy S4 mini. Can i buy it with a $100 Tab if I pay cash at a store?

There's no $100 tab. Tab S is $150.

They do accept cash for phone purchases at Koodo kiosks.

No. They are locked to Koodo. The only phones sold unlocked are the nexus line, since that's the only way they come.

And just to add: Koodo's not unique in this regard. All non-Nexus phones are originally locked to the carrier that sells them.

True. I will say that I think the s4 is an excellent phone except you happen to get a lemon and that can happen to anyone with any phone.

Lemon usually refers as a thing that you bought that is causing more trouble then it is actually worth. For example, when talking about cars and you bought a lemon. Then you bought something baaad!
