Buying Iphone SE outright?

I went to the mall today with a Koodo Kiosk, I wanted to purchase the Iphone SE 32gb outright as my plan is the 10gb unlimited for $60 / month (bring your own device plan with Koodo - I have no outstanding tab owing). I was told that Apple does not allow anyone to buy the Iphone outright through any cell phone provider? Meanwhile on the Koodo website I can add add the Iphone SE to my cart and order it online outright for $485. Why is this possible online through Koodo but not possible at any Koodo location? or did I just happen to get someone who doesn't know what their talking about?
(Note: I was hoping to use some "mall bucks" i have accumulated to buy the phone - this is the reason why i haven't just ordered it online)

Sounds like they just want to make commission on new lines/activations only nothing in it for them if purchased outright.

Funny because the Iphone SE is $469 through apple and Koodo is charging $485 online to purchase outright - there's at least $16 dollars in it for them seems odd they don't want to make a sale.

iPhones for the longest time weren't available to be purchased outright. I'm surprised to see the SE available outright.
