how do you block a number that keeps coming uo on my phone,I have tried blocking on the phone but don't work

This works for me on Samsung Note 2, Android 4.4.2

From phone menu: Phone Icon => =Settings button => Call settings => Call rejection => Auto reject list - you can edit your list and criteria here.

Criteria can be "exactly the same as", "starts with.. " etc. Typically the numbers in this list do not include the 1-prefix or any brackets or dashes. You can temporarily set this up to reject your land line for testing.

From phone log: Select the offending call => =Settings button => Add to reject list will save an individual number with your default criteria.

I also want to block a call completely, not just reject because then it goes to my voice mail anyway...I just want this number totally blocked...which app on Google play? thanks!

The only one I know of, there may be others, would be this one: Most apps don't block out voicemail but I can confirm that this one does.
If you block a number with your phone's blocking features, the number can leave a voicemail but you won't receive a notification or be able to listen to it until the number is unblocked.

I personally use Mr Number Call Blocker app, which is free from the google play store. It also restricts potential scammers and robocalls.
