Yes you need an add of of some kind for sure as BBM uses data.

Black Berry Messenger for $5 a month
Black Berry Social for $10 a month (Gives BBM along with Facebook, twitter, MSN, and other social networking)
Or the Blackberry Connect packages for $15/$25 which unlock all data functions of the phone.

You need to have a blackberry specific plan attached to your account to access bbm and other RIM related proprietary services. Koodo has addons for just BBM ($5/mth) or BB Social (10/mth - BBM + Approved Social Apps). Alternatively, you can switch to a plan that includes a typical data allocation per month, and that will allow you access to all the Blackberry features as well as other data services you might enjoy (browsing, etc). Best thing to do is call into Customer Service and they can set this up for you, or if you're inclined, you can do it yourself online in self serve.

Edit: pretty much what Jordan said, he's quick ;)
