Billing question and US texting rates

Just received my latest bill. Surprised to see an additional charge of over $20 for the very limited texting I did over the 6 days while in the US. My wife and i seem to recall a notice sent out by Koodo saying that texting add ons would now be automatic, and that no action would be necessary. However, their website does not convey this. Regardless, even without a roaming add on, US texting rates are listed as $5/100 (outgoing) and incoming for free. My bill breakdown lists $13.20 for 22 sent texts, and $7.80 for 13 received texts. Can anyone make sense of this?

Before August 28 standard rates were .60 cents per message in/out and 1$ per mb

This is the rate you'd pay without a roaming package.

After Aug 28, all incoming Sms were included automatically for everyone
Outgoing text were 5$ per 100 texts charged when you sent the first text.

Data went to 5$ per 20mb

is there a time limit to when you have to use the 100 texts? eg. 30 days, 365 days or a calendar year?
