I only need my phone for 1 week for my traveling husband, but store clerk who sold me the basic plan said I'd have to pay retro as I'll be on a 38-day pay cycle - what??? I don't want to pay extra, and the clerk was horrible at explaining/answering my questions, so I left. Help!

You only pay for the days your line is active. If you use your line for 8 days, then cancel, you get charged for 8 days (+ overages if you went over your plan's limits). If you get a bill for 38 days, they will refund you for the remaining 30 days (only because they have to, thanks to the CRTC).

Here is how your first bill works:
Chances are you didn’t activate your phone on the exact same day as your billing date (the regular monthly date your bill will be available). That means your first bill will show a portion of your monthly fees to cover the time between the day you activated your phone and your regular billing date.
We bill your rate plan one month in advance, this is why on your first bill you’ll also be charged for the month following your activation.

Except there's a limitation on how many minutes /MB you can use and still qualify for the money back guarantee. I THINK it's 50 minutes / megabytes

No. I am talking about the regular overage stuff. For example she has 500MB, and she uses 1GB.
If you are under those 15-day trial limits, you don't pay a cent.

I  get sent a text 3 weeks before  billing date from koodo , I tried to get it changed to one week ..sometimes I forget to pay it because it was sent so long ago. I phoned koodo and they said they can not change that...I guess I can live with it but 
you would think it would not a problem for them either.
