Being charged for Data for when phone is not even in use, why

How is my phone accumulating data usage , for instance 12.50 MB and lots of lesser ones when I am not even using the phone?

Application updates, push notifications, etc.

It is most likely due to background applications.
If you have an iphone, go to settings>cellular>scroll to bottom and disable whatever applications from having data access.

If you have an android, setting apps to update on wifi only is a good option. To do this, go to playstore>Playstore icon settings>under general, tap on auto update apps> select auto updates over wifi only.

All so called "smartphones" do this unless you adjusts the setting as the guys above mentioned it.
