Being Charged for Closed Account

I have been trying to cancel my cell service with Koodo for six months now but they continue to charge me. They continue to hit me with a monthly bill on a phone that isn't/can't be used after I officially called to cancel. The last time I tried to cancel (3 weeks ago) they just switched me to the 15$ holding plan plus a 35$ reactivation fee without telling me and more importantly without canceling my account as i requested. I know the office opens at 10am but in what time zone as I want to call them as soon as possible.

In short, it looks like it's based on your local time zone. You should be good to call at 10am your time.
