The Motorola Moto X Play supports otg and is one of the cheaper options from Koodo. Really though you might be better off checking your local Staples store and see if they have any Motorola Moto G phones that are cheaper and they support OTG. Then that way you don't even need a plan you can just buy the phone and use it over WiFi if you need to connect to the internet. If you do need a connection to the internet and it would only be used for testing purposes which are fairly limited in data usage probably then you'd be best to go with a prepaid plan. Then you could go with the cheapest base plan and then purchase a data booster and only be paying the $15 per month base plan each month until you run out of data then just purchase a data booster again and so on ,this is your cheapest option if a data connection is needed and you'll be outside of a WiFi connection area at times .
