and Calling 1-866-XXX-XXXX or 1-877-XXX-XXX ( cell phone plans firm , such as Koodo,Wind , Fido ) does it charge international calling , because it says United State under the number on the cellphone ?

That means you've used 0 out of your 47 minutes. If you just recently signed up with Koodo or changed plans, your minutes are prorated until the end of your billing cycle. Once your cycle resets, you'll have the full amount of minutes your plan gives.

No calling customer service numbers (1800,1866,etc)for wont incurr long distance charges.

Important point about calling 800 numbers - even though they do not cost for long distance, they WILL use minutes. Try calling *611 is you need to get to your provider - it will not cost for long distance or on minutes.
